On Thursday, 8 July, the community of the Roskoshnoye village, Dzhankoysky district opened the project entitled “Boosting social mobilization through the approval of a community statute and the introduction of a decentralized water supply model on the basis of the Roskoshnoye village”. The project was implemented by the public organization “Rassvet” with the support of the UNDP-led Crimea Integration and Development Programme.
The idea of the project arose in 2009. At that time the dwellers of the Roskoshnoye village defined the creation of a community organization (CO) and 24-hour water supply as the top priorities of local community development. The establishment and registration of the CO “Rassvet” called forth the necessity of enhancing the existing Statute of the Roskoshnoye community, as it lacked information on community organizations, local initiatives, and participatory approach, etc.
So, a functional group was set up to improve the old Statute. It included the dwellers of two villages – Roskoshnoye and Zernovoye, the village council and local deputies. Importantly, UNDP CIDP provided the functional group and the head of the village council with relevant training.
The overhaul of the water supply system was the next stage of project implementation. It brought together the CO “Rassvet”, Roskoshnoye village council, Dzhankoysky district council, Dzhankoysky district state administration and the UNDP-led Crimea Integration and Development Programme. The latter provided financing from the Canadian International Development Agency (CIDA).
Out of the overall cost of UAH 459,300, the contribution of the CO “Rassvet” made up UAH 211,300 (46.01%). The inputs of UNDP CIDP, the local authorities and the village council were UAH 74,400 (16.21%), 104,000 (22.64%) and 69,500 (15.14%), respectively. The large sum contributed by the community testifies to a high level of initiative and social mobilization. And the local authorities’ input proves that active communities can always reckon on their support.
For the management of the water supply system the members of the community have chosen the model of “CO-based entrepreneur”. It guarantees high-quality water supply services and transparent tariffs. This model has proven its efficiency in many other projects implemented with the support of UNDP CIDP in different parts of Crimea.
